Hopefully this won't matter for long. I've got comments and submissions working with full unicode support on the VM. Only problem left is as soon as you hit admin.pl to do editor stuff and approve the submission, it stops working and goes back to gibberish. Hopefully I'll be able to trace that down tomorrow. With any luck, this stop-gap will never need to see service on live.
I was able to get an Internal Server Error with that test file, as follows:
I loaded the file into FireFox 24.6.0 (that's the LTS version) on Win/XP SP3.
Got a copy of the displayed text by doing: right-click, select all, and copy.
I opened a reply to this "story".
Entered a string for the title: cut-n-paste of display of UTF-8-test.html
Pasted the above copied-text into the comment field.
Drop-down-list selection was set to: "Plain Old Text"
Clicked on preview.
Got this error:

Found this out on the net a while ago; I think it covers every possible UTF-8 character.

That's great news! Thanks for all your hard work!
I did some more looking around and found this file that I'd downloaded a while ago: http://www.w3.org/2001/06/utf-8-wrong/UTF-8-test.html [w3.org]
